Scott Koehler, standing, a representative from Wiland Associates, talks to emergency management, Abilene city and Dickinson County officials Monday morning, June 6, about the basics of incident management. That was followed by the “Abilene/Windy City” functional exercise, a fictional disaster based on a tornado that hits Abilene, causing death and destruction. Approximately 80 attendees from around Kansas and other parts of the nation, joined a number of Abilene and Dickinson County staff, fire, police, sheriff’s office and other professionals in working through the exercise Monday – Wednesday, June 6-8.  During this exercise, those attending responded as if the event actually occurred. The exercise took place in the basement of the Dickinson County Courthouse and Sterl Hall.
